General Summary
Program training and curriculum development are core services our organization provides to the community. Peer Workforce Development functions as the employment development arm of Peer Washington. Peer Washington offers a range of supports including volunteer engagement and management, peer support groups, peer coaching, resource navigation, supportive housing, special events, community assistance programs, and collaboration with community partners. We provide support and services all over Washington State
The Peer Workforce Development Program Manager provides high-level administrative support to our trainers, curriculum development team, and Training Director. This role is responsible for assessing needs, creating and managing programs, and developing ongoing initiatives that align with the organization’s direction and support the evolving needs of the community.
Primary Responsibilities
· Work closely with the Training Director in creating and documenting standard operating procedures for PWD’s training contracts. This position will inform the Training Director as to what the best practices are in training, training development, and training delivery.
· Manage contracts from various agencies and tribal nations. Budget projection and reconciliation, logistics, and tracking contract deliverables for contracts assigned.
· Make travel arrangements, purchase catering, understand per diem rates, organize logistics, coordinate participants and trainers as well as ensure all equipment and supplies necessary are prepared and delivered to the training/event.
· Create a personal set of tools to accurately track events, agreements, invoices, and budgets in a timely manner.
· Recruit, train and mentor training coordinators and volunteers.
· Ensure appropriate staffing levels are maintained for training that we coordinate.
· Build relationships with staff, members, and community stakeholders to provide services that best serve the needs of our members and the peer community.
· Problem-solve challenges and conflicts as they arise that are beyond the scope of the training coordinator role.
· Actively address people and challenges that conflict with Peer WA policies or who create an unsafe environment for people to come together in PWD training environments. This includes mediation of personal conflicts among PWD training participants to full resolution and involving the Training Director when necessary.
· Maintain open communication and effective working relationships with fellow staff members based on mutual respect based on reasonable and timely expectations that promote a positive working environment.
· Be comfortable as a trainer/public speaker when needed.
· Respond to all phone calls and emails within 3 business days.
· Work with team in the planning and logistics for all special events.
· Act as a representative on behalf of Peer WA as needed with regards to community collaborations and events as assigned by the Training Director and Chief Workforce Development Officer. This includes reporting back to the Training Director with updates and direction on how to proceed with PWD involvement.
· Maintain clear communication with staff and volunteers. This includes keeping the Training Director updated on weekly schedules and copied on all important communication.
· Strive to meet or exceed all grant/contract deliverables as assigned including data collection and reporting.
· Encourage members to get involved in volunteer positions, special events, and fundraising events.
· Be required, at times, to attend advisory board meetings, leadership meetings on local, regional, and national levels.
· Have an extremely high level of organization and ability to work in a fast-paced environment.
Required Qualifications
· Must identify as a peer: someone with lived experience with mental health and/or addiction challenges and in recovery for a period of at least one year.
· Must have a high familiarity and ability to use Microsoft tools, learn Smartsheet and have proficiency with current business communication tools such as Zoom, Teams and Slack. (Examples only) These skills will be tested during the interview.
· Recent/Current management experience: volunteer management, project management, reporting, budgets, conflict resolution, scheduling, etc.
· Must have intermediate knowledge of curriculum development.
· Must have great organizational, documenting, communication, and program development skills.
· Must have experience working as a peer recovery coach and Certified Peer Counselor (CPC) or willingness to take the training within six (6) months of hire.
· Ability to be an active listener by asking questions and reflecting on what is being said.
· Demonstrate high emotional IQ and ability to critically think in a fast-paced environment.
· Ability to work both independently and under supervision.
· Ability to maintain healthy boundaries.
· Ability to manage time effectively.
· Strong ability to maintain self-care in a fast-paced demanding employment environment.

· Previous experience in Peer Support
· Available to work in Thurston County, WA
· Ability to travel up to 50% Conference Development skills
Additional Responsibilities
This document is not intended to be an exhaustive list of responsibilities. In addition to the responsibilities listed above, the Program Manager will be responsible for any additional tasks that are assigned by the Training Director.
Compensation
· Starting wage $28.12 - $33.50 per hour DOE
· Paid Vacation Time – 120 hours per year, accrued at 4.615hrs per biweekly pay period, 120-hour maximum annual carryover.
· Paid Sick Time – 80 Hours per year, accrued at 3.077hrs per biweekly pay period, 480-hour maximum annual carryover.
· Three Personal Days if hired prior to January 8, 2026. Two Personal Days if hired between January 8, 2026, and February 8, 2026. Three Personal Days per quarter thereafter. Personal days do not carry over from year to year, have no monetary value, and are forfeited upon employment separation.
· Medical, Dental, Vision, Life, AD&D, and Long-Term Disability; employee premiums covered by employer at 100% for employees.
