As the Regional Service Coordinator, you will provide grant services (outreach, intake, and case management) to service members, Veterans, and their Families (SMVF) in Spokane, Lincoln, Ferry, Pend Orielle, and Stevens counties.
This role stands at the forefront of community outreach for the SSG Fox SPGP and serves as the agency liaison to external organizations to articulate complex program issues, anticipate potential conflicts, recommend alternative solutions, and negotiate resolutions.

Please Note: This is a project position with an expected end date of May 31st, 2026. Standard business hours for this position are 8:00 a.m. to 5:00 p.m., Monday through Friday in-office at Eastern Washington University in Cheney, Washington. This position requires occasional travel in the Spokane, Lincoln, Ferry, Pend Orielle, and Stevens counties, as well as to WDVA locations throughout the state. A hybrid remote work schedule may be approved at the supervisor's discretion, with the understanding that components of the Program Specialist 4's role require in-person, face-to-face communication.
*This position has been posted within the assigned pay range through Step L. Step M has not been published as this is considered the longevity step, in alignment with state HR compensation rules.

In addition, we provide critical community services through a variety of programs, and at our four State Veterans Homes located in Orting, Port Orchard, Spokane, and Walla Walla. These locations provide Medicare and Medicaid nursing home care to Veterans, including, in some instances, their spouses, widows, or Gold Star Families.
Duties
Some of what you'll do:
- Provide case management services to eligible SSG Fox SPGP clients, including:
- Assessing, measuring, and monitoring financial stability, mental health status, well-being and social support;
- Tailoring suicide prevention services to the needs of eligible individuals and their families; and
- Measuring and reporting grant program effectiveness to the grantor.
- Use case management instruments such as:
- Interpersonal Support Evaluation List;
- Generalized Self-Efficacy Scale;
- Short Warwick Edinburgh Mental Health Wellbeing Scale;
- Socioeconomic Status; and
- Patient Health Questionnaire.
- Perform pre- and post assessments and provide coaching and consultation to clients.
- Refer clients to other SMVF programs and services as eligible and appropriate.
- Collect and record client data in agency and VA client management systems.
- Perform SSG Fox Grant intake to determine client eligibility for services under the SSG Fox SPGP, to include:
- Intake interviews;
- No-risk, low-risk, moderate-risk, and high-risk referrals; and
- Data collection and reporting.
- Conduct community outreach throughout Spokane, Lincoln, Ferry, Pend Orielle, and Stevens counties to:
- Build awareness of SMVF issues;
- Promote suicide prevention strategies, services, and resources;
- Encourage enrollment in grant-funded services; and
- Inform and refer SMVF regarding other state, federal, and private health care, benefits, and related support programs.

Qualifications
Required:
- Bachelor's degree in psychology, social services, social work, public health, or a related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education, the Council for Higher Education Accreditation (CHEA), or a foreign equivalent. A combination of education and experience may be considered on a year-for-year basis. Experience must be relevant to the position.
AND
- Two (2) years of experience providing services to Veterans and their families in a human services environment related to mental health, traumatic brain injury, and/or similar functional area.
- Training in ASSIST, AMSR, ZERO Suicide, and other suicide prevention models.
Preferred/Desired:
- Master's degree in a counseling-related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education, CHEA, or a foreign equivalent.
- Certification in peer counseling through the Washington State HealthCare Authority.
- Two (2) years of experience in one or more of the following:
- Suicide prevention services.
- Client intake, navigation, and case management.
- SMVF services, included demonstrated journey-level knowledge of SMVF issues and needs.
- Program outreach.
- Grant program service delivery.
Special Requirements:
- Must be able to pass a DSHS BCCU Background Check prior to beginning services and every two (2) years in accordance with WDVA Policy 615.000 Background Checks. Information from the background check will not necessarily preclude employment but will be considered in determining the applicant's suitability and competence to perform in the position.
- Must be proficient in the English language and be able to read, write and speak English.
- Must maintain regular and reliable attendance and be willing to work as needed.
- Must successfully complete, within mandated timeframes, employee orientation and all other mandatory annual, in-service, and other required training.
- Must become familiar and comply with all DVA policies and procedures and Collective Bargaining Agreements as applicable.
- In an emergency situation, employees may be asked to stay for an extended period of time and perform duties appropriate to the situation.
- Must sign the confidentiality statement for all employees.
- Positions requiring travel must have a valid unrestricted driver's license and must be insured if driving a privately owned vehicle on state business.
- Must have a valid driver's license.
- Candidates who are offered a job with WDVA must possess work authorization which does not require sponsorship by the employer for a visa now or in the future.
